Darrell joined CareSpan in 2022 with more than 25 years of experience in healthcare system leadership, working with providers and system leadership to advance clinical care and technology adoption. Darrell is the former VP of Information Technology, CIO and CMIO at Vail Health in Colorado, and prior to that he was CIO at Platte Valley Medical Center in the Denver metro area.

Darrell began his career as a physical therapist and clinical department leader, and brings a patient centered and provider’s perspective to technology planning and deployment. His move from clinical systems leadership to technology came in 2010 when he was asked to lead large EMR implementations and technology projects. Since that time, he has successfully led numerous technology initiatives including analytics and decision support, revenue cycle, clinical documentation improvement, EMR optimization, interoperability, and information exchange. Darrell has a strong history as a trusted advisor and thought leader among his peers.

Darrell holds a Master of Science degree in Physical Therapy from Andrews University, a Bachelor of Science in Anatomy and Physiology, and a Bachelor of Science in Psychology from Walla Walla University. He is a Certified Healthcare CIO and completed the Advisory Board Fellowship for healthcare leaders in 2018.

Allen is Vice President of Operations and Strategic Initiatives at CareSpan Health. In this role, he and his team oversee revenue cycle management, credentialing, new payer contracts, and customer success for CareSpan’s provider networks while supporting the leadership team with strategic planning and management reporting.

Allen joined CareSpan in 2021 from EXL (NASDAQ:EXLS), a public operations management and data analytics company. He led implementations with nurses, doctors, and technologists, successfully implementing and upgrading the CareRadius population health management software to help insurance companies and third-party administrators manage chronic conditions and utilization reviews. As part of this role, he worked with EXL Health’s leaders to develop and pitch complex, multi-year outsourced clinical support and data analytics solutions for major US payers.

Prior to this role, he led a diverse range of strategy and operations consulting projects for clients across the country, Canada, and the UK at EXL and a boutique management consulting firm focused on data analytics.

Allen holds an AB in Biology from Harvard College.

Justin Ho joined CareSpan in 2014 and is responsible for software development of CareSpan software products. Before joining CareSpan, Justin was the Head of Product and Technology at the disruptive division of Anheuser Busch InBev where he was designing, building, and investing in technological products that are strategic to the top line growth.

Justin holds an undergraduate degree from University of California, Irvine, a master’s degree in Software Engineering from California State University of Fullerton, and a MBA from Tsinghua University (Beijing, China).

Dr. Sam Toney is Acting Chief Medical Officer of CareSpan Health Inc. Sam Toney first joined CareSpan as its Senior Medical Director for Behavioral Health in early 2019 and initiated a directive to design an integrated approach to diagnosing and treating patients with chronic physical conditions complicated by co-morbid psychiatric and substance use disorders. Dr. Toney has over thirty years of clinical management experience in health plan populations including Medicare, Medicaid, Tricare and commercial lines of business. Prior to joining CareSpan Dr. Toney served as Chief Medical Officer for Health Integrated (which he founded) where he developed a unique behavior modification program known as Dynamic Somato-Social Theory to manage individuals with complex co-morbid profiles.

Dr. Toney has appeared in such publications as the Journal of Managed Care Pharmacy, Managed Healthcare Executive and Population Health News. He is a frequent speaker at industry conferences including the Medicaid Managed Care Congress and Medicaid Health Plans of America Conference, and has presented on national webinars for Health Plan Alliance, the Association for Community Affiliated Plans and others.

Dr. Toney is certified by the American Board of Psychiatry and Neurology and is licensed to practice medicine in 35 states.

Rembert de Villa joined CareSpan Holdings as an investor and Member of the Board of Directors in December 2017. In August 2018, he joined the management team of the Company as CEO and has since led the formation and execution of CareSpan’s strategy of Integrated Digital Care. Prior to CareSpan, Rembert was Global Business Leader of EXL Healthcare (NASDAQ: EXLS), which focused on analytics and operations management offerings in the areas of care management, program integrity, and customer engagement. Before his tenure at EXL, Rembert had an outstanding career in global management consulting, holding senior leadership roles at Mastercard Advisors, Capgemini Ernst & Young, A.T. Kearney and Andersen Consulting (now Accenture). He is Senior Adviser to the Philippines-American Chamber of Commerce in New York, where he served as Chairman of the Board for three years.

Rembert holds an MBA from the Asian Institute of Management, completed Columbia University’s Senior Executive Program, and attended the postgraduate program in Business Economics at the University of Bonn as a Konrad Adenauer Foundation scholar.

Holger Micheel-Sprenger, is a Partner and CEO of ICME, a leading management consulting firm with a European outlook and philosophy. Within the last 15 years of experience of consulting in the healthcare sector, Holger has been representing senior management positions in leading German healthcare companies. He also is the Managing Director of ICME Healthcare GmbH. His management skills and expertise includes corporate strategies, interdisciplinary project management, process management and technical management of hospitals. He has held Director level positions in a number of medical industry companies and also served as a Managing Director of a 600-bed hospital. He has been involved in consulting programs at various hospitals around the world regarding, organization and efficiency improvements. Holger established and directs consulting services within ICME at a regional and global level.
